IBM has made a pre-release version of Netscape Communicator
4.04 for OS/2 avaialble to the public.  The URL for this page is:

There are some reports that the initial posts of the NS 4.0 for
OS/2 files are corrupt in some fashion and will not download,
or will not work when downloaded.
