I have put a small (of course free) fortune cookie utility
that contains the terrific FreeBSD 3.2 cookie database
online at

http://www.qdrei.de/knowebledge/soft/fortune_100.zip 

(about1.4mb including the database)
Admittedly the tool is not very fast but should be usable
anyway on modern computers.
