IBM has released the UDF (Universal Disk Format) file system for
reading DVD-Drives. Unfortunately it is only available for
subscribers of software choice:

The UDF (Universal Disk Format) file system is a widely-accepted
standard that provides high-capacity data storage and retrieval
capability for DVD media as well as compatibility with existing
CD-ROM media. OS/2 Warp Server for e-business presents this new
support through common and consistent interfaces such as CHKDSK,
FORMAT, and the OS/2 file I/O APIs.
