Right now I've uploaded ARJ/2 v 2.71 to Hobbes. It's currently
available as:

It should eventually be at:

  http://hobbes.nmsu.edu/pub/os2/util/archiver/arj2_271.exe 

The Russian national language version is named:

  http://hobbes.nmsu.edu/pub/incoming/arj2r271.exe 

As stated earlier, I'll gladly accept any kind of assistance on
producing other national language versions.
