IBM has released DSPINSTL.ZIP to fix problems installing display
drivers (especially Matrox) on a system where FP 13 has been
installed. Go to:

  ftp://service.boulder.ibm.com/ps/products/os2/fixes/v4warp/english-us/xr_m013/dspinstl.zip 

Unzip it into a temporary directory and read DSPINSTL.TXT before
installing.
