It seems that IBM Japan is going to release a Japanese version of
Desktop On-Call 4 for OS/2, Windows95-98-NT-2000, Mac, Linux.

The web site I found is in Japanese. When version 3 and 2.5 were
released, English versions were also available so presumably there
will also be an English version 4.
