LICQ/2 is the most advanced of all OS/2 ICQs except for its price: it
uses X Windows, but it works quite well with Exceed, PMX, XFree86/2
and the best for common users: HOBB X11. LICQ supports all modern ICQ
features including multi-part chart, long messages and has a modest
skinnable interface.
