IBM have now closed APAR 27649. The fix has been rebuilt as a final
fix and it's available on testcase:

  ftp://testcase.software.ibm.com/ps/fromibm/tcpip/ic27649.exe 

It solves the problem with the trap that occurs in afinet.sys while
bringing down a ppp connection. The self-extracting includes a
readme.
